To, All the Associations/Federations of JAC. Dear Comrades, You must have aware that the Confederation of Central Government Employees & Workers and all its affiliated organizations shall participate in the Nationwide one day strike on 2nd September 2015 as per the call of all Central Trade Unions and independent Federations. One of the  charter of demands on which the strike is being organised is –“      Effect wage revision of the Central Government Employees from 01.01.2014 accepting memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA”. This demand is applicable to all central government employees. Some of our Associations/ Federations ( which are affiliated to such Confederation) may join with the strike under the banner of Confederation. However others should provide moral support to such strike. Therefore it is proposed that those are not affiliated to confederation may join the strike during lunch hours on 02.09.15(lunch hours demonstration) with our charter of demands. The   Charter of demands is as follows. 1.      Effect wage revision of the Central Government Employees from 01.01.2014 , ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA”. 2.      The CBEC should consult the member of associations/federations before submitting the views of the CBEC to the 7th CPC. A meeting of all the associations/federations must be convened by Board in this regard immediately. 3.     . Timely DPCs should be ensured and all the vacancies in all the cadres should be filled up immediately for smooth and seamless functioning of the department. 4.     . Unfilled vacancies at higher levels for the want of eligible candidates may be downgraded under GFR 254  and filled up with lower officials. 5.      The units turnover of more than Rs 10 laks should not be given to the states and the CBEC should consult with the staff associations/federations before making any organisational changes with reference to implementation of GST. Proper training should be imparted to all officers concerned for implementation of GST. 6.     . All recruitment rules should be finalised in consultations with the associations/federations concerned on immediate basis. 7.      Minimum Five functional promotions must be granted in the career of an employee entering the department. 8.     . MACP anomalies must be removed immediately without any further delay. 9.      Time bound disposal of vigilance cases should be ensured. 10.   Immediate provisions of essential infrastructure and office space to all officers as per the prescribed norms. 11.   Employee Grievance Redressal Mechanism is to be put in place at Central as well as zonal level for on the spot redressal of staff grievances. 12.   The 1% incremental incentive amount should percolate down to the welfare of all cadres in the department in proportion their strength. 13.   Implementation of the comprehensive health insurance scheme at the earliest.   If approved all our Associations/Federations  should serve the notice on or before 03.08.15 to Chairman , CBEC  intimating about  lunch hours demonstration to be held  throughout the country before the offices starting from divisions to Chief Commissioners  on 02.09.15 along with charter of demands .The JAC will also serve the notice to PM & FM. If necessary unit/circle wise JAC should be formed locally to organise the lunch hours demonstration collectively. Please furnish your opinion on the above proposal. Thanks & Regards. LOKANATH MISHRA
